
The National Limousine Association is pleased to announce its support of “First Observer,” the highway watch program that promotes the security of the U.S. infrastructure by training people – most especially transportation professionals – to observe, assess and report risks and security breaches.
Limousine owners, operators and employees are encouraged to become First Observers. Training is free and is offered online and, in some areas, in a classroom setting.
“First Observer” is operated by Team HMS of Alexandria, Va. under an agreement with the Department of Homeland Security (DHS). The program’s mission is to administer an anti-terrorism and security awareness program for highway professionals in support of the National Preparedness Guidelines. A key component of the program is to recruit volunteers from the livery and other transportation industries to act as First Observers in reporting suspicious activities of either potential criminal or terrorist nature to authorities.
Since its inception, “First Observer” has received endorsements from numerous transportation stakeholders including, in addition to the NLA, truck, motorcoach, and school bus associations as well as emergency preparedness organizations.
