Educating Passengers And Providers For Safer Rides
Ride Responsibly®, established in 2015 by the National Limousine Association, seeks to enlighten and inform the public in an effort to ensure safer ground transportation, as well as corporate responsibility for the rights and well-being of private ground transportation drivers. The campaign bridges an industry-wide gap between the rights of passengers and drivers and the responsibility of service providers. Ride Responsibly® encourages you to Think Before You App.
Building on this foundation, the National Limousine Association continues to evolve the Ride Responsibly® initiative to reflect current industry standards and emerging challenges. This updated document outlines where the initiative stands today and how these principles will continue to guide safer, more responsible ground transportation in 2026 and beyond.

The Passenger Bill of Rights outlines the basic safety, service, and transparency standards every passenger should expect when booking professional ground transportation. It empowers riders to make informed choices and advocate for their safety before, during, and after a trip.
Driver Duty of Care
The Driver Duty of Care defines the responsibility of ground transportation providers and drivers to operate safely, legally, and professionally. It highlights best practices for driver qualifications, vehicle safety, and ongoing compliance with local, state, and federal regulations.

On the AB 5 Bill in California, Giving Employee Protections to Gig Economy Workers, Including Ride-Hail Application Drivers
“The implementation of new technology should not justify immunity from the laws and regulations that have been put into place to protect employee and labor rights. The drivers of these ride-hailing apps operate in a manner that – with very few exceptions – mirrors taxi and private “black car” services and interact with a large cross section of your populous in California. Therefore, it is only fair that the playing field be leveled, such that all operators and service providers within the industry are required to treat drivers equally without legislative exemption. Deciding not to move forward with Assembly Bill 5 would set a dangerous precedent for not only those in the private transportation business, but in other sectors of industry who will follow suit, misclassifying their employees as independent contractors.” – NLA President Gary Buffo

“To institute a blanket cap on an entire industry, without even considering the economic impact on families and business throughout the Tri-State Area is a haphazard solution to a complex problem. Myriad factors have led to the overcrowding of New York City’s streets, and I completely agree that it is a problem worth solving. However, the solution must not impose undue hardship on industrious workers and the people that rely on their services.
