In addition to keeping a constant eye on current events, congressional activity and regulatory issues, the NLA is proud of the tangible outcomes and significant policy victories we have secured for the industry. These include, but are not limited to:

Working to support policy to prohibit congestion and cordon tolling in New York City and stop its spread to other municipalities

Advocating for bonus depreciation, enhancing Section 179 Deductions and No Tax on Tips as a part of Congress’ Reconciliation process, which plays a critical role in the long-term growth and health of the prearranged ground transportation industry

Championed Duty of Care requirements for TNC’s and urged Congress to enact the kind of passenger protections that we utilize for the prearranged ground transportation industry

Avoiding a harmful gas guzzler tax, which would have extended an existing tax on small, fuel-inefficient vehicles to SUV’s and busses

Fighting to stop a tax on tipped wages, which would have punished NLA members and drivers for providing exceptional service

Years of advocacy on labor and independent contractor issues, which are now at the forefront of national policy debates. Currently, our focus is on allowing the industry to adopt either employee or IC models

Staving off unworkable limo safety regulations in the IIJA directed at the NY company that operated illegally, including:

  • A federal 9-passenger CDL requirement
  • Mandatory inspection disclosures in passenger compartments
  • Costly event data recorder requirements, including retrofits
  • Burdensome federal regulations on limousine remodelers, including language which would have regulated basic updates such as light bars, sound systems, and tv’s.
  • Limiting activity to benign reports and studies.
  • Limiting future regulations on vehicle modifications to those that have been cut and stretched.

Helping NLA members navigate the COVID-19 shutdowns, including:

  • Providing daily, detailed updates on all COVID-19 public health, regulatory and legislative activity as the pandemic progressed
  • Ensuring NLA members were considered essential workers in CISA guidance, and allowed to continue operating to the extent possible
  • Navigating the Paycheck Protection Program (PPP) and securing PPP loans and forgiveness for a number of NLA member companies; and,
  • Advocacy on CERTS funding, which included $2 billion in grants to assist NLA members in the charter bus space.

Monitoring and preparing comments on numerous federal rulemaking matters that impacted NLA members; and

Generally avoiding any job-killing regulation or legislation affecting the industry during our tenure.
